Develop and maintain specific expertise in and knowledge of state and federal government relations. As one of three lobbyists for the NCAA, this position will work with the Managing Director and Director to engage and educate members of Congress, congressional staff, state legislators, and the public of the policies, findings, and priorities of the NCAA.

 

  • Devise and provide support regarding strategic state and federal lobbying initiatives.
  • Review and analyze current and proposed state and federal legislation, regulations, and policies.
  • Serve as a representative of the NCAA in external and internal meetings including responding to questions regarding pending state and federal issues.
  • Collaborate with outside policy counsel to gather, summarize and archive state and federal legislative, regulatory, and policy developments. Demonstrate leadership in the intake, and research of, office state legislative proposals impacting college athletics.
  • Research and track state and federal legislation by attending congressional meetings and hearings, along with using specialized congressional databases and legislative tracking platforms.
  • Draft, proofread, and prepare memoranda, correspondence, policy talking points, progress reports, congressional committee materials, quarterly reports, and other materials as directed by Managing Director and Director.
  • Work with Managing Director and Director and outside counsel to initiate and maintain mutually beneficial relationships, initiatives, and programs. This includes programs with members of Congress and staff, as well as community engagement initiatives with area colleges/universities and education associations.
  • Devise, collaborate, and provide support to office colleagues and outside counsel to ensure the success of events and lobbying initiatives. This includes assisting the Managing Director and Director interpret lobbying and governmental ethics rules and other regulatory compliance concerns.
  • Serve as the NCAA government relations office expert on technology and telecommunications matters to ensure the satellite office is accessible to national office colleagues. This includes serving as a liaison to national office technology staff and leading the office Salesforce tracking system.
  • Work to bridge communication between NCAA government relations office and the national office to ensure relevant departments are properly informed regarding government relations initiatives.
  • Develop an overall organizational strategy for the satellite office and ensure the office functions efficiently. This includes replenishing appropriate supplies and acting as a liaison to national office staff in confirming travel arrangements and facilitating office invoices and expense statements. 
  • Assist in facilitating in-office and off-site meetings.
  • Assist the Managing Director and Director in working with office interns by contributing to the on-boarding process, assigning appropriate tasks, and ensuring interns can use office technology and resources effectively.

Requirements

  •  

  • Bachelor's degree required; Advanced Degree Preferred.
  • Juris Doctorate strongly preferred
  • Two years of government relations experience preferred.
