Job Details

Must be able to work a flexible schedule to include evenings and weekends to staff exhibits, make presentations, attend community functions and assist with public meetings

Must be able to work at treatment plants, construction sites and in areas where a sanitary sewer overflow has occurred

May have to use own transportation to perform duties

Under broad guidance, and in support of the Communications Department, the Community Education and Outreach Specialist is responsible for developing, coordinating, implementing and providing a wide variety of outreach, public involvement and educational activities that serve to advance the mission and vision of HRSD, and inform and educate stakeholders about HRSD, its programs, environmental matters, career opportunities, field activities, Capital Improvement Program (CIP) projects, prompt repair initiatives, emergency repairs and other HRSD endeavors


a. Education
 1. Required
Bachelor’s degree from an accredited college.

2. Desired
Master’s degree in the natural sciences, environmental studies, education or a related field.  
b. Experience
a) Demonstrated capacity to handle the intricacies of public relations duties in the public sector and in public and interpersonal forums
b) Three to five years experience organizing, coordinating and communicating information 
c) Excellent computer skills using MS Office (Word, Excel, PowerPoint, Outlook, Access) and Adobe Professional applications
c. Job-specific Technical Competencies
1. Required
a) Broad functional knowledge of modern office practices and equipment
b) Demonstrated ability to learn the operational structure and practices of HRSD
c) Strong written and oral communication skills, including persuasive and effective communication that forwards the purpose and mission of HRSD 
d) A command of the required technical information relevant to environmental science, teaching and managing classrooms
e) Significant experience using MS Office (Word, Excel, PowerPoint, Outlook, Access) and Adobe Professional applications
f) Ability to effectively utilize HRSD specific software applications as necessary  
g) Demonstrated ability to organize records and follow directions
h) Ability to develop highly effective working relationships with all HRSD employees
i) Ability to work effectively with the general public, including children of all ages
j) Ability to maintain composure in face of conflict
k) Knowledge of and ability to use social networking sites to communicate information
