Main Function

The Vice President, Federal Government Relations is responsible for developing the federal legislative and regulatory agenda of the Illinois Health and Hospital Association as well as the advocacy strategies to implement that agenda. The position is based in Washington, D.C.


Outline of Responsibilities

  • Monitors and analyzes proposed legislative and regulatory changes within the Legislative and Executive branches of the federal government that impact hospitals and health systems, including payments, coverage, standards of care, benefits structures and quality initiatives

  • Assists with the formulation of appropriate federal legislative, regulatory and policy positions for the Association

  • Develops and implements advocacy strategies to advance or block legislative and regulatory initiatives of Congress, the White House, federal agencies and regulatory bodies

  • Represents the Association and its advocacy agenda with members of Congress, Congressional leadership and staff, the Executive Branch including federal agency officials

  • Utilizes knowledge of health policy, including Medicare, Medicaid and public health service programs, to shape legislative and regulatory initiatives and to assess their impact on the Association’s members

  • Develops and maintains coordinated policy and advocacy efforts with the American Hospital Association and similarly focused health advocacy organizations

  • Prepares and presents reports on federal legislative and regulatory activity to IHA Leadership, including the Board of Trustees and constituency groups

  • Represents the Association at external functions, including Congressional and Executive branch meetings and conferences

  • Drafts and reviews internal and external communications to ensure accuracy and consistency with the Association’s federal policy positions and goals

  • Assists with the preparation of briefing memoranda on legislative and regulatory initiatives

  • Assists with the preparation of position papers on IHA’s federal legislative and regulatory initiatives

  • Assists Government Relations staff regarding the IHA PAC including recommendations to the AHA PAC on which Congressional candidates to support

  • Coordinates federal advocacy days for IHA members to engage with federal legislators, regulators and staff

  • Serves as key resource for IHA members on federal advocacy efforts

  • Other duties as defined.



Bachelor’s degree required, Masters preferred, with a minimum of seven years of experience in policy development, advocacy and the federal legislative process. Congressional or Executive branch staff experience is preferred.

Expertise in health policy, including knowledge of Medicare, Medicaid and public health service programs; excellent oral and written communications skills required to produce position papers and written communications; public speaking skills required for oral presentations, extemporaneous speaking and interviews; strong analytical skills required; demonstrated leadership skills required.
